The Numbers Behind the Headlines

VA officials are projecting about 2.8 million completed claims by the fiscal year’s end, which would surpass last year’s record of 2.5 million. The agency credits its faster pace to internal shifts and a stronger focus on results.

Part of the increase is also due to a rise in new claims each year. The PACT Act, passed in 2022, made more veterans eligible for disability benefits related to toxic exposure. As more people apply for benefits, the need to keep up has pushed the VA to increase the processing rate for claims.

However, for many veterans, the benefits process is still marked by long delays, unclear decisions and complicated forms. Progress is happening, but it does not mean the system is working well for everyone.

Backlog is Shrinking, but Not Gone

The VA defines a backlogged claim as one that takes more than four months to resolve. The backlog reached over 400,000 in late 2023. Since then, the agency has made some headway, slashing the number of pending cases to under 200,000 as of May 2025.

That drop is encouraging. Even now, however, thousands of veterans are waiting beyond four months for an answer on something that could affect their income, health care access and family’s financial stability. Reducing wait times matters, but it does not eliminate the stress that comes with the wait.

Are Decisions Getting Any Easier?

The average processing time is now nearly 132 days, slightly quicker than 141.5 days earlier this year. Still, averages can be misleading. Some veterans see decisions in several months, while others spend over a year navigating denials, appeals or requests for more information.
